This issue discusses the Administrative Measures on the Levy of the Special Petroleum Charge recently issued by the Ministry of Finance (MOF) following a decision by the State Council on the same topic. The new levy, which is imposed on upstream exploitation enterprises, is effective as from 26 March 2006.
