- Plans Fizzle for Pre-Recess Reconciliation Agreement – Despite a sudden surge in the pace of negotiations and press reports indicating that a deal was at hand, House and Senate conferees on April 6 failed to reach a compromise on a $70 billion tax cut reconciliation bill, leaving further talks on hold until Congress returns from its two-week Easter recess, which begins April 10.
- Appeals in Long Distance Phone Excise Tax Cases Continue, For Now – The Federal Circuit heard combined arguments in two cases in which the Court of Federal Claims held that the section 4251 excise tax on communications services does not apply to long distance telephone service when the charge for the service varies based only on the elapsed transmission time.
